Dr. Bill Howe is the education consultant for multicultural education and gender equity at the Connecticut State Department of Education. He has given over 150 workshops, lectures and keynotes on diversity, multicultural education and organizational development. He is a regular presenter at state and national conferences and has appeared on both radio
and television on diversity issues. He is the founder and chairperson of the Connecticut Multicultural Education Conference, now planning its 7Th annual event October 16 at the Marriott Hotel in Farmington.
Dr Howe is the President of the National Association for Multicultural Education, based in Washington, DC. He is a member of the editorial board of the Journal of Critical Inquiry into Curriculum and Instruction and the
editorial board of Multicultural Perspectives. In addition to journal publications, he is currently co-authoring two text books on multicultural education due out late next year.
He has been an educator for over 25 years in the US and Canada.
Dr. Howe holds a Bachelor's Degree in Psychology from McMaster University, a Bachelor's Degree in Elementary and Special Education from the University of Western Ontario, a Master's Degree in Management from Lesley University
School of Management, and a Master's Degree and a Doctorate in Education from Teachers College/Columbia University

I have had over 22 years experience in providing technical assistance and supervision of programs for English learners (limited English proficient [LEP] students). In addition to extensive work in California, I have also provided consulting in other states, and have worked in Mexico, Spain and Central America.
My work in California has included technical assistance on how to structure effective programs for English learners that also meet the requirements of federal and state laws. I have developed materials and provided professional development on the recruitment, hiring and training of qualified teachers for English learners.
A major focus of my work has been on evaluation and accountability, and I have provided guidance to school district personnel on how to conduct and report systematic evaluations of programs for English learners. I have worked directly with most major school districts in the state, including those in San Diego, Santa Ana, Long Beach, Pasadena, Los Angeles, Fresno, Stockton, Sacramento and San Francisco.
I am most interested in consulting that helps agencies build institutional commitment and an increased capacity to serve English learners. I seek work with agency leadership that will lead to significant long-term improvements in the quality and effectiveness of services for English learners.
